What the law requires

Scope

345 municipalities plus central government agencies. Each must comply independently — there is no collective exemption.

Format

Electronic case files, digital communications, advanced electronic signature (AES), and traceability of every action. Paper ceases to be the valid medium.

Why it's hard

Not for lack of will.

The Chilean Municipal Association has declared that most municipalities lack the budget or technical capacity to meet the deadline on their own. Legacy systems have gone decades without talking to each other. Each module bought in a previous procurement cycle has its own database, its own format, its own vendor.

It's not for lack of software. It's for lack of platforms that talk to each other.
